一、《湖南(nán)統計年鑒—2021》系統收錄了(le)全省及各市、州、縣2020年經濟和(hé)社會發展方面的(de)大(dà)量統計數據,以及重要曆史年份的(de)全省主要統計數據,是一部全面反映湖南(nán)省經濟和(hé)社會發展情況的(de)資料性年刊。 二、全書(shū)分(fēn)爲首卷和(hé)統計資料。首卷爲特載《2021年湖南(nán)省政府工作報告》和(hé)《2020年湖南(nán)省國民經濟和(hé)社會發展統計公報》。統計資料分(fēn)爲22個(gè)章(zhāng)節,即:1.綜合;2.國民經濟核算(suàn);3.人(rén)口;4.就業人(rén)員(yuán)和(hé)工資;5.價格;6.人(rén)民生活;7.固定資産投資;8.對(duì)外經濟、旅遊和(hé)開發區(qū);9.能源;10.财政、金融和(hé)保險;11.城(chéng)市建設和(hé)環境保護;12.農業;13.工業;14.建築業;15.交通(tōng)運輸、郵電和(hé)其他(tā)服務業;16.批發和(hé)零售業、住宿和(hé)餐飲業;17.教育和(hé)科技;18.文化(huà)、體育和(hé)衛生;19.黨群、政法和(hé)社會服務;20.區(qū)域經濟;21.各市、州主要經濟和(hé)社會統計指标;22.各縣(市、區(qū))主要經濟和(hé)社會統計指标。爲方便讀者使用(yòng),各篇章(zhāng)篇末附有《主要統計指标解釋》。 三、本年鑒中的(de)長(cháng)株潭城(chéng)市群包括長(cháng)沙市、株洲市和(hé)湘潭市;環長(cháng)株潭城(chéng)市群包括長(cháng)沙市、株洲市、湘潭市、衡陽市、嶽陽市、常德市、益陽市和(hé)婁底市;湘南(nán)地區(qū)包括衡陽市、郴州市和(hé)永州市;大(dà)湘西地區(qū)包括湘西自治州、懷化(huà)市、張家界市、邵陽市和(hé)婁底市。 四、與《湖南(nán)統計年鑒—2020》相比較,本年鑒在内容和(hé)篇章(zhāng)結構上主要做(zuò)了(le)如下(xià)修訂和(hé)補充:新增2011年至2019年全省分(fēn)市州年末常住人(rén)口表、全省進出口商品高(gāo)新技術産品情況表、全省研究與試驗發展(R&D)經費内部支出表、分(fēn)市州研究與試驗發展(R&D)經費内部支出表、分(fēn)市州“四上”企業分(fēn)行業從業人(rén)員(yuán)年末人(rén)數表。 五、本年鑒按照(zhào)《中國統計年鑒》大(dà)體框架和(hé)規範要求編輯。統一使用(yòng)《中國統計年鑒》指标解釋。所使用(yòng)的(de)度量衡單位均采用(yòng)國際統一标準計量單位。 六、本年鑒中涉及到的(de)曆史數據,均以最新出版的(de)本年鑒爲準;本年鑒中部分(fēn)數據合計數或相對(duì)數由于單位取舍不同而産生的(de)計算(suàn)誤差,均未作機械調整。 七、本年鑒中2020年國民經濟核算(suàn)數據爲快(kuài)報數據。特載《2021年湖南(nán)省政府工作報告》《2020年湖南(nán)省國民經濟和(hé)社會發展統計公報》使用(yòng)的(de)數據均爲快(kuài)報數或初步統計數。 八、本年鑒中的(de)符号使用(yòng)說明(míng):“空格”表示該項統計指标數據不詳、無該項統計數據或數據不足最小計量單位;“#”表示其中的(de)主要項。 九、本年鑒編輯中如有不足之處,懇請廣大(dà)讀者批評指正。 Ⅰ.Hunan Statistical Yearbook 2021 is an annual statistical publication,which reflects comprehensively the economic and social development of Hunan.It covers data for 2020 and key statistical data in some historically important years at provincial level and local levels of cities,prefecture and counties. Ⅱ.Hunan Statistical Yearbook 2021 includes a special issue and statistical figures.The special issue are Government Work Report and Statistical Communique of Hunan Province on the 2020 National Economic and Social Development.The statistical data contain the following 22 parts:1.General Survey;2.National Accounts;3.Population;4.Employment and Wages;5.Prices;6.People's Livelihoods;7.Investment in Fixed Assets;8.Foreign Economy,Tourism and Development Zones;9.Energy;10.Government Finance,Banking and Insurance;11.Construction of Cities and Environmental Protection;12.Agriculture;13.Industry;14.Construction;15.Transportation,Post,Telecommunication and other Services;16.Wholesale and Retail Trades,Hotels and Catering Services;17.Education,Science and Technology;18.Culture,Sports and Public Health;19.Party and Mass,Politics and Law,Social Service;20.Regional Economy;21.Main Economic and Social Statistics Indicators of Cities and States;22.Main Economic and Social Statistics Indicators of Counties and Cities(districts).To facilitate readers,at the end of each chapter,Explanatory Notes on Main Statistical Indicators are included. Ⅲ.The Chang-Zhu-Tan City Clusters in this yearbook includes Changsha city,Zhuzhou city and Xiangtan City;The Rim Chang-Zhu-Tan City Clusters consists of Changsha,Zhuzhou,Xiangtan,Hengyang,Yueyang,Changde,Yiyang and Loudi;Southern Hunan includes Hengyang city,Chenzhou city and Yongzhou City;Great Xiangxi Region includes Xiangxi Autonomous Prefecture,Huaihua city,Zhangjiajie City,Shaoyang City and Loudi City. Ⅳ.Compared with Hunan Statistical Yearbook 2020,this yearbook has made the following revisions and supplements in terms of content and chapter structure:the added table of permanent residents at the end of 2011 to 2019,the added table of high-tech products of import and export commodities in the province,the added table of internal expenditure of R&D funds in the province,the added table of internal expenditure of R&D funds of cities and states,and the added table of year-end number of employees in the industries of the "Fourth upper" enterprises by cities and states. Ⅴ.The yearbook is edited according to the frame and standard of China Statistical Yearbook.The indicator explanatory notes are edited according to China Statistical Yearbook.The units of measurement adopted in China Statistical Yearbook are internationally unified standard. Ⅵ.The historical data involved in this yearbook are subject to the latest edition of this yearbook;No mechanical adjustment has been made for the calculation errors caused by different units of total or relative data in this yearbook. Ⅶ.The 2020 national economic accounting data in this yearbook are express data.The data used in 2021 Hunan Provincial Government Work Report and 2020 Hunan Provincial Statistical Bulletin on National Economic and Social Development are all express numbers or preliminary statistics. Ⅷ.Notations used in the yearbook:(blank space) indicates that data are unknown,or are not available,or the figure is not large enough to be measured with the smallest unit in the table;"#" indicates the major items of the total. Ⅸ.Based on our limited level,perhaps there are some mistakes in the yearbook,all candid comments and criticism from our readers are heartily welcome.
